About 80 citizens filled the multi-purpose room at the new Portsmouth High School Thursday night primarily to voice opposition to the Portsmouth City School Board's request for a rezoning of two properties scheduled for demolition.

The two properties in question are McKinley Middle School on Kinney's Lane and Roosevelt Elementary School on Coles Boulevard.

Thursday's special meeting was meant to be a public forum.

“We want to present the board's vision for the vacated sites, allow citizens to be heard and to get an idea of how we can put together a plan for disposal of surplus property that would bring maximum value for all properties under our charge,” Board President Clarence Parker said before the meeting began.

Parker said the school board originally had gone to the City Planning Commission to ask for a change from a zone A to a zone C. However, citizens attending the meeting voiced concern, and the board asked that the request be tabled. Jan Broughton, superintendent of the Portsmouth City Schools, then called an informal meeting of citizens who had objected to the request to get their views on the issue.

After that, the board decided to ask the zoning commission to remove its original request, and it asked for a change from A to A-1 with a height variance. Zone A allows only single-family dwellings, while zone A-1 allows for any use permitted in residence A districts, as well as one-, two- and multi-family dwellings. The board is asking for the zoning change to allow for three-and-a-half stories or a height of 45 feet, whichever is greater.

On Thursday, members of the board explained the rules under the Ohio Revised Code. The board may offer the properties at a public auction or it may lease the property.

Valerie Starrett asked several times why the board was wanting the new classification.

“Why three-and-a-half stories? Why 45 feet? Just go and stand on Coles Boulevard and look up, you already can't see behind Roosevelt School, I can't imagine how big it would be with those specifications,” she said. “I moved here two years ago, into a nice, quiet neighborhood. If you are going to preapprove the three-and-a-half story facility, my house is going on sale. I know several others who are already selling their homes.”

Board members answered that the specification would allow future developers who buy the land to build condominiums and town houses if they choose.


Harald Daub asked the board to give the properties back to the taxpayers.

“Everyone's paid property taxes for years. We have paid for this property, why not give it back to the citizens?” asked Daub. “The board is acting more like a developer right now than a board.”

Chris Hamilton asked how much the properties had been appraised for and if changing to residence A-1 would increase the value. Broughton quoted the appraisal figures provided by John Kizer.

“These are the appraisals, hypothetically based on the property being vacated and completely cleared off. McKinley is valued at $362,000; Roosevelt, $513,000; Wilson, $104,500; Harding Elementary, $230,000; and Portsmouth High School, $709,000,” she said.

Several citizens expressed that they didn't want the property to be sold. Others thought it should be sold under current zone A status so the developer would have to seek the rezoning needed after purchase.

“Why does the board want to make the property attractive to developers? Once they have it we won't be able to hold the developer accountable,” Dr. George White said.

Councilman Bob Mollette, who represents the 3rd Ward where both properties are located, said, “Most individuals put their livelihoods into their homes, and now you (the board) want to turn around and depreciate their homes. These are the people who voted for the school levy, now you're asking them to take a gamble on the value of their property. The school system doesn't want to take a gamble, they don't want the developer to take a gamble, but they want us to.”

Broughton pointed out that she lives in the Roosevelt district.

“I certainly don't want to do anything to devalue my property,” she said.

Gwynn Lewis asked about a drawing of condominiums on the wall behind the board, and Parker said it was a design that had been proposed to the board. That prompted a citizen to ask if any proposals already had been received. Broughton said Jeff Dever and Stevens Construction had offered a proposal, and one party had spoken to them about putting a YMCA on one of the properties, but she didn't have the names of others who had made proposals.

Debbie Brewer suggested turning the properties into parks with walking tracks and a playground for children.

Parker emphasized the board is going to sell the property, and the job of demolishing the buildings already had been financed by the state. He also said that no matter who requests the zoning change “there will be opportunity at every level to object to it.”

William Daehler asked the board members if they would take a vote of those present as to how many did not want a change in the current zoning status. Parker asked those who opposed a change to stand and nearly everyone stood. Then he asked for those who still had not made up their mind or wanted a change to stand up and three people stood.

Parker thanked those who attended and said the group would go back to the board's business administration with the views expressed at the forum.

One of his best was when he addressed council and mentioned the fake brick facade on the Marting building. Council was boasting they would remove it to the orgininal... then the stark truth stated by Harald: "When you remove the facad.. all the old window frames will be exposed and then discover that all the mason work was chipped alway to make them flush with the facade layer."

Never again was heard a peep about how the Marting building exterior would be restored.

Does anyone think we need another park for the city not to take care of? The residents near the location are afraid undesirables will infiltrate their neighborhoods and nothing will bring them quicker than a public place. They also complained about the traffic. Anyone passing a school could see that there is more traffic associated with a school than with condos or apartments. I have come to the conclusion that nothing will make the residents happy except someone buying the land and building an upscale house on it. If you were going to put $200,000 or more into a house why would you want to live on either site?No developer will buy the land if he thinks he can't put up anything on itthat will be approved by the planning commission. That will mean that the school system will either be left with the vacant lots or that they will have to take a lot less for them. kA lot of the people at the meeting complained about having apartments around them but there are apartments on Coles Blvd. already. l

I must say... Janewannakno... your observations seem well grounded.

You know.. I'd be upset too if I had some unknown force moving into my neighborhood. It creates uncertainty which can generate anxiety. Axinety is a form of fear. Fear is from .. well... I won't go into the reptilian to mamilian brain interface. Proud of me B-Stand for refraining from such detail? ... lol

Bottom line.. this causes indecision and confusion. You want to live with me Rainman? yes. Do you want to live at the institution Rainman? yes. Which one? yes.

This is where true leadership at the local official level can help mediate and help people cope.

Unfortunatly... this expectation from local officials is not cultivated and respected in Scioto County.


Hence... division.

You can only kick a dog so many times, then it becomes wary of you and won't trust you anymore!
That is what has happened to the people of this area they find it hard to trust anyone anymore. Because our elected officials like Marty Mohr say one thing at first and then after a visit to Clay Johnson's office they are transformed and see everything in a whole new light, the SOGP light.
